British Transport Police: Review of Police Charges (2004)

Matrix undertook a review of police charges for the British Transport Police to review the way track users are charged and develop an allocation model that will enable the Force to recoup charges from track users.

As part of its response to the Rhodes Robson Independent Inquiry, and in preparation for its submission as part of the 2004 Spending Review, Matrix was commissioned by CLG to undertake an assessment of the outturn costs of the national Supporting People programme to determine the level of non housing related support being funded through the SP budget, together with recommendations for achieving value for money. The work was undertaken in just over ten weeks, and included data collection through 8,000 surveys, interviews with service providers and commissioners in 19 local authorities, and extensive consultation with policy teams in a number of Government departments.

Matrix was commissioned to develop and deliver a robust system for devising target allocations of funding for the Supporting People programme to every local authority in England and Wales.

Matrix undertook an empirical investigation into the impact of rurality on A&E and ambulance service costs, including the role of GPs as providers of emergency care.

NHS Support for Science R&D Activity and Cost Modelling Project (2002)(box)

Historically, the nature of national research and development (R&D) funding has raised concerns about inconsistent funding between NHS providers hosting R&D. This led the Department of Health and the Medical Research Council to commission a project to establish a transparent and fair way of distributing NHS allocations. Matrix was asked to develop a model for allocating funding from the new R&D NHS Support for Science funding stream.

West Midlands Police: Evaluation of the impact of policy activity on performance indicators (2005)(box)

Matrix undertook a review of police activity data and local-level performance measures to develop a methodology for measuring BCU productivity and improve police performance.

Home Office: Mapping of the UK market for illicit drugs (2006–2007)(box)

Using data collected from 300 interviews with convicted drug traffickers, Matrix is undertaking the most comprehensive attempt to date to map the market for illicit drugs in the UK. Part of the project will be to describe the economics of drug trafficking, including how prices, costs, risks, demand and competition vary across different market levels and drug types.

Matrix recently conducted a number of seminars for Avon, Gloucester and Wiltshire Strategic Health Authority on how health providers might be regulated in a ‘quasi-market’ to ensure appropriate incentives for efficient health care provision are used.
